Project description: Holcim‐MWR, Inc. proposes to expand their existing limestone quarry, known as the Larson Quarry, to the east onto an adjacent 148‐acre property that they own located east of County Road 75. The Larson Quarry and expansion area is in Grey Cloud Island Township, Washington County, Minnesota. No change in quarry operations or production levels is proposed. The expansion will extend the life of the mine by 20‐25 years.

Project description: The AUAR study area encompasses an area totaling approximately 447 acres on 8 parcels in Rosemount, Dakota County, Minnesota. MNLCO Dakota County, LLC is proposing to develop the study area from existing farmland to a one of the scenarios being proposed. Three scenarios are proposed for evaluation in the AUAR. Scenario 1 proposes uses that are consistent with the Rosemount Comprehensive Plan, which includes 1,450 residential units and commercial buildings for a total of 500,000 square feet. It is anticipated that some of the 229 acres will remain in agricultural land as part of Scenario 1. Scenario 2 includes multiple buildings for a total of 2,300,000 square feet for mixed business campus uses. Scenario 3 includes multiple buildings for a total of 2,500,000 square feet for mixed-business campus, involving light industrial uses. Notice title: Notice of Environmental Impact Statement Scoping Decision Notice description: The Minnesota Department of Commerce has issued the scoping decision for the environmental impact statement (EIS) that will be prepared for the proposed Big Stone South to Alexandria 345 kV Transmission Project in west-central Minnesota. A draft EIS is scheduled to be completed in September 2025. Public hearings will be held in the project area after the draft EIS is complete and available for public review. These hearings will be noticed separately.
Project description: The Applicants propose to construct over 90 miles of new transmission line from Big Stone South, South Dakota to Alexandria, Minnesota along portions of Big Stone, Swift, Stevens, Pope, and Douglas Counties. New transmission lines will be required to connect the existing substations in Big Stone South and Alexandria. Both of the existing substations would also require minor expansions. A new fiber optic Regeneration Station would be needed within the central segment of the project on 0.23 acres of land.

Notice title: NOTICE OF PUBLIC INFORMATION AND ENVIRONMENTAL ASSESSMENT SCOPING MEETINGS Notice description: Please take notice that the Minnesota Public Utilities Commission (Commission) and Minnesota Department of Commerce will hold public information and environmental assessment (EA) scoping meetings on the joint site permit application of Summit Lake Solar, LLC (Summit Lake), a wholly owned subsidiary of National Grid Renewables Development, LLC (NG Renewables), for the proposed Summit Lake Project (Project). The Project will include a solar energy generating system that is proposed to have an up to 200-megawatt alternating current (MWac) nameplate capacity and a standalone Battery Energy Storage System (BESS) that will have an up to 200-megawatt (MW)/ 800-megawatt hour (MWh) nameplate capacity.
Project description: Summit Lake Solar proposes to construct and operate an up to 200 MW solar energy generating facility and a 200 MW BESS in Nobles County, Minnesota. The project will occupy approximately 1,990 acres, 1,482 acres of which will be occupied by the solar panels and associated infrastructure. The project will use photovoltaic solar panels mounted on single axis tracking systems. Collection cables will gather and send the electric power generated by the solar panels to a project substation. The project substation will interconnect with the electrical grid through the existing Nobles substation via a new, short (<1,500 ft) overhead generation intertie transmission line. The project will also utilize a BESS in tandem with solar energy generation to provide power when it is most advantageous. Summit Lake Project project link provided by RGU

Notice of Public Hearings and Availability of Environmental Assessment (TL-24-132) - Great River Energy High Voltage Transmission Line
Notice description: PUC Docket Number: ET2/TL-24-132 OAH Docket Number: 21-2500-40445 PLEASE TAKE NOTICE that the Minnesota Public Utilities Commission (Commission) will hold public hearings on Great River Energy's (GRE) 115-kilovolt (kV) high voltage transmission line (HVTL) project in Carver County, Minnesota. The project includes construction of approximately 4.3 miles of new 115-kV transmission line and a new substation (Laketown substation). The Minnesota Department of Commerce (Department) issued an environmental assessment (EA) for the project on April 8, 2025. The public hearings will be presided over by the Honorable Kimberly Middendorf, an administrative law judge from the Office of Administrative Hearings, who will provide the Commission with a report including findings of fact, conclusions of law, and recommendations. The purpose of the public hearings is to obtain public input on the proposed project and compile the record for the Commission to consider in making a final decision on the route permit application. Specifically, interested persons will have the opportunity to: (1) ask questions of state staff and the applicant; (2) offer oral and written comments on the merits of the proposed project and on the environmental assessment; and (3) suggest possible conditions to be considered for inclusion in the route permit. Comments received at the hearings and during the comment period will be used to inform the record and assist the Commission in making its final decision. The information presented will be the same at all in-person and online hearings. The hearings will end when all attendees have had the opportunity to comment and all other business has been concluded, or the scheduled end time of the hearing, whichever occurs first.
