State Employees' Credit Union People Helping People Scholarship Recipient Recognition:
Ten students were recognized for receiving the SECU PHP scholarship. They are as follows:
Cheyenne Efird - Graystone Day School who will be attending Western Carolina University.
Owen Hamilton - Community School of Davidson who will be attending The University of North Carolina at Charlotte.
Zachary Harper - North Carolina Leadership Academy who will be attending North Carolina State University.
Josie Huffines - Clover Garden High School who will be attending The University of North Carolina at Chapel Hill.
Sydney Matisoff - Neuse Charter School who will be attending The University of North Carolina at Chapel Hill.
Colson McDonald - Northeast Academy for Aerospace and Advanced Technologies who will be attending East Carolina University.
Alegria Mino - American Leadership Academy Johnston who will be attending Appalachian State University.
Alizah O'Quinn - Central Carolina Academy who will be attending The University of North Carolina at Chapel Hill.
Bo Sampson - Northeast Regional School of Biotechnology and Agriscience who will be attending Appalachian State University.
Marleigh Swanner - Oxford Preparatory School who will be attending The University of North Carolina at Chapel Hill.
Amendment Requests:
The Franklin School of Innovation submitted a request to participate in the National School Lunch Program (NSLP). CSRB approved this amendment request with a unanimous vote.
Durham Charter School asked for approval to move their facility over 5-miles from the current location. CSRB approved the relocation request with a unanimous vote.
Liberty Charter School, opening Fall 2025, submitted a request to adjust their enrollment and grade levels, change their school calendar to reflect a later start date, and approve a contingency facility location over 5-miles from the permanent location. CSRB approved all components of the request with a unanimous vote not including the delayed start date. This calendar request does not require approval from CSRB.
Thomas Academy asked for approval to add grades 3-5. Currently, Thomas Academy serves 6-12th grades. The grade level expansion request was approved with a unanimous vote.
Other Business:
Ms. Melanie Rackley, OCS Consultant, continued the charter application review and discussion. Any revisions will become part of the Charter Application in January 2026. Please see Eboard for instructions if you wish to provide feedback for consideration.
Dr. Natasha Norins, OCS Consultant, updated CSRB on enrollment and facility progress for current RTO schools.
Ms. Ashley Baquero, OCS Executive Director, provided updates to the CSRB regarding newly submitted charter applications, the conclusion of charter school renewal visits, and the launching of The Discover Your New School initiative.
